In the 1993 Republican primary, Portman faced six-term Congressman Bob McEwen, who had lost his Sixth District seat to Ted Strickland in November 1992; real estate developer Jay Buchert, president of the National Association of Home Builders; and several lesser known candidates.In 1989, Portman began his career in government as an associate White House Counsel under President George H. W. Bush.[25] From 1989 to 1991, Portman served as George H. W. Bush's deputy assistant and director of the White House Office of Legislative Affairs.[26] While serving as White House counsel under George H.W.
